He worked as a communications manager in the Project Office of the Sectoral Decentralization, an independent, non-governmental organization established under the Ministry of Regional Development with the assistance of EDGE. The activities of the Project Office were aimed at organizing and supporting the process of forming a sectoral policy on decentralization in the relevant ministries and agencies.
